Boundary Change Proposed in Lower Frederick Twp.

            On Aug. 5, the Lower Frederick Board of Supervisors authorized Solicitor Peter Nelson to finalize and advertise an ordinance required for the boundary change with Perkiomen Township.

            Artisan Land Development proposed the change for the Landis Tract Subdivision, pending final agreement on the language between both townships.

            The proposed subdivision will consist of 41 single-family detached units located on 62 acres at the intersection of Centennial Street and Smith Road. The subdivision crosses Schwenksville Borough, Lower Frederick Township, and Perkiomen Township. The requested adjustment would place lot 1 entirely within Lower Frederick and lots 2 and 28 entirely within Perkiomen Township.

            The draft ordinance has been sent to Perkiomen Township for review, and a response is pending. Nelson also presented a map delineating the proposed boundary changes for approval by the board.

            Nelson supports Perkiomen Township's proposal to place the entire intersection of Centennial Road and the proposed new road within its borders. He also suggests an equal exchange of land between Perkiomen Township and Lower Frederick, with Artisan tasked to engineer a balanced land swap plan.

            Artisan Representative Jackie Erixxson expressed concern regarding the requirement that all documentation be completed and filed with Montgomery County by Oct. 31. If the documentation were not received by the county by that date, the new boundaries would not become applicable until January 1, 2027, which is unacceptable to Artisan.

            Nelson expressed confidence that the deadline would be met but noted that their progress was dependent on reaching an agreement with Perkiomen Township. Nelson also mentioned that if the deadline was not met, there were options to continue the project, and advised Erixxson that the October date should not be a concern.

            The board approved the request submitted by Urban Engineers to issue a letter to the Schwenksville Borough Authority. The request authorizes the authority to assess the capacity of the borough's sewage treatment facility to handle wastewater from the proposed "The Willows," a development of eight townhomes and a single detached residence at 2 Smith Road.

            The board authorized escrow release #1 of $2,420,053.42 to Toll Brothers for the Melbourne Hill subdivision. This leaves a remaining security balance of over $3 million.

            The board authorized township Manager Jason Wager to begin the process of adopting the Lower Frederick Connections & Linkage Priorities Update, following the recommendation from the Montgomery County Planning Commission to add the document as an appendix to the township's Comprehensive Plan.

            The board adopted a resolution approving the updated Non-Uniform Handbook. Changes will go into effect January 1, 2026.

            Wager presented the township's Mid-Year Fiscal 2025 Budget review. For all funds, the township has outperformed its revenue budget by $215,897 and outperformed its expense budget by $162,791. Revenue received totals $2,671,159 or 8.8 percent over budget. Expenses total $2,455,262 or 6.2 percent under budget. The full presentation is available on the township website.

            The Lower Frederick Police Department responded to 314 service calls, 31 traffic enforcement details, 76 traffic stops, and issued 63 traffic citations.

            Members of the department completed mandatory re-certification on department issued Tasers. Off. Michael Karminski attended GLOCK Armorer School, giving the department an officer qualified to inspect the department's handguns and conduct repairs and maintenance.

            Officer Karissa Lauer attended Domestic Terrorism and Radicalization Training presented by the Pennsylvania Office of Homeland Security. This training focuses on identifying individuals and groups who attempt to advance social or political beliefs through force or violence.

            Police Chief Brian Cass attended the first public safety roundtable hosted by state Sen.  Tracy Pennycuick, R-24th Dist., and Attorney General Dave Sunday to discuss law enforcement challenges across the Commonwealth.

            Cass provided speed data collected for Spring Mount Road at Village Drive showing that the speed sign was 55 percent effective in slowing drivers on Spring Mount Road. He attached a press release for a stalking case the department has been investigating over the past several weeks and acknowledged Detective-Corporal Dave Milligan and Officer Edward Bacon for their hard work resulting in a felony arrest.

             The department has several open criminal investigations and will keep the board informed as these cases are prosecuted.

           The Lower Frederick Fire Company responded to 20 calls for service, 12 of which were in Lower Frederick.

            Plymouth Ambulance responded to 18 calls in Lower Frederick in June, bringing the year-to-date total to 129.
