At Tuesday's meeting of Bally Borough Council, Borough Manager Wendy Mutter reported that the borough municipal building has a leak.  The leak is causing water to pool in the borough's record storage area.  Additionally the senior center, which is part of the municipal building and adjacent to it, has lost roofing shingles as a result of recent storms.

            The borough has obtained two quotes of between $18,000 and $18,999 from responsible bidders for a new roof.  A third roofer declined to provide a quote.  The borough expects to obtain two additional roofing quotes this week. 

            The borough council agreed to have the roof replaced at the lowest cost by a responsible bidder as soon as possible.  The roof will be CertainTeed shingles with a lifetime warranty. 

           Council President Glenn Mutter recused himself from the vote because of his relationship with several roofers.

            The borough council will replace two fire hydrants along South Second Street.  The borough work crew will save the replaced hydrants to be utilized as spare parts. 

Signs were placed on Fourth and Creamery Streets that warn "Children at Play." 

Curbs and sidewalks are expected to be replaced on Chestnut Street next week.

            Council discussed the possibility of paving South Seventh Street.  However, laterals must be repaired along with stormwater issues prior to paving the street. The council agreed that plans will be submitted for the repair of the street to its engineer, SDS Engineering.  The paving of North Seventh Street cost $128,900.  Pine Street paving cost was $47,000.

            Borough resident John (Larry) Eshleman thanked the borough council for the repairs on North Church St.

            For several years, Bally was under a Department of Environmental Protection (DEP) Corrective Action Plan (CAP) because of inflow and infiltration (I&I) at its sewer plant.  It cost Bally approximately $3.2 million dollars to rectify all the issues. The borough applied for a rerating of its sewer plant because all the issues that caused DEP to issue a CAP had been corrected.

            Recently, DEP agreed to re-rate the sewer plant, and it is expected DEP will issue a permit soon.  Once the permit is issued, the borough will be able to add equivalent dwelling units (EDUs) to the borough's sewer plant for Washington Township.

            The borough council agreed to award a digester bid for sludge at its sewer plant to Blooming Glen Contractors.  The amount of the contract is approximately $176,523.  The borough will not be billed for the cost until next year.  It does have the funds in its budget at this time.

            In Bally Area Recreational Development (BARDS) news, 20 donated signs will be located at the borough park for the Boyertown Library-sponsored "Story Walk."  BARDS will sponsor a "Doggie Swim" at the borough pool on Saturday from 11 a.m. until 4 p.m.  There will be a bake sale that starts at 9 a.m.  

           BARDS will host a "Trunk or Treat" on Friday, October 13th from 6 p.m. to 7 p.m. at the borough pool.  Donations of candy will be accepted. There will be a free movie from 7 p.m. until 9 p.m. and a $100 prize for the best decorated vehicle.  The rain date is Saturday, October 14th.  Preregistration of decorated vehicles is encouraged.  Call 484-241-5490 to register.  Late registrations will be accepted.

            BARDS, a volunteer group that raises funds for the community pool, will agree to donate funds to seal coat the pool parking lot in the spring.

            Recently, Bally Borough received a grant of $100,000 for playground equipment and council discussed suitable purchases.  Swings are being considered that include a "teeter-totter, parent-child swing, and a bird's nest swing for approximately $14,270.

            There is a possibility the borough will consider, sometime in the future, placing its ordinances on its website.
