On Tuesday night, Township Solicitor Kate Harper presented a decision related to the conditional use application for Milford Village Section 1. A conditional use hearing was held in February for this section of the Milford Village development, consisting of 262 apartments as well as retail uses. The applicant withdrew the retail use from this application so it was not part of the decision.

            Milford Village is a 216-acre mixed-use project along Route 663 in the township.

            The decision grants the use for the apartments but requires traffic improvements to be incorporated into the plan. These improvements include the widening of Route 663 along the entire front of the site, including a stacking lane for turns into the development.

            After discussion about the need to allow left turns in with the stacking lane in place, the decision also specifies there will be no left turns out. A roundabout at   LifeQuest Drive and Mill Hill Road will be required as well as other roadway improvements.

            The decision was passed with votes from Supervisor John Mininger and Vice Chair Tom Courduff, who was joining the meeting virtually. Chair Charles Strunk voted against the decision, expressing his concerns about a left turn into the development.

            In other business, the board passed an ordinance restricting Fennel Road to one-way northbound between Canary Road and Kumry Road. The ordinance also restricts truck traffic to local deliveries and ensures appropriate signage.

            Supervisor John Mininger opposed adoption of the ordinance.

            During public comment, township resident Chris Collins requested an update on plans to deter truck traffic along Mill Hill Road. With signs posted on both ends, Collins indicated that he has called over 30 different companies over the past few weeks to express his concerns with little headway.

            Pennsylvania State Police, present Tuesday night, will increase their presence along Mill Hill Road.

            At the beginning of the meeting, Mininger announced that there was an executive session on March 28 with the township's solicitor to discuss potential litigation.
