Bally Borough Council announced on Tuesday night that shut-off notices will be sent in April to property owners whose water bills are delinquent.  Since December, Bally has sent notices in water bills to property owners who are 90 days past due to remind them to catch up on their overdue bills. 

            Bally Borough Manager Wendy Mutter explained to council that the borough typically does not shut off water in the winter because some property owners have hot water heat.  A shut-off in the winter could leave the property without heat. 

            Mutter noted the borough just wants delinquent water customers to catch up with their accounts.  She informed the council some property owners set up a payment plan but do not follow through with the plan.

            In other water news, the Department of Environmental Protection (DEP) will provide Bally, at a future date, with a cost estimate for a new well site and pump test.  DEP is expected to assist the borough with engineering and a hydrogeologist's services. 

            Council held a discussion on the repair of a few of the 65 fire hydrants in the borough.  There are three different types of fire hydrants and all require different tools when they need to be repaired.  Unfortunately, there is no universal tool to repair a fire hydrant.  Currently, there are only two fire hydrants that are out of service.

            To date, the new meter reading equipment, whose cost is approximately $20,000, has not arrived.

            The council agreed to waive the $5 permit fee for yard sales throughout the borough on the weekend of May 6th and 7th. 

            They also agreed to repurpose the tennis court fence to surround the old reservoir.  Previously, the borough applied for a grant that included fencing for a basketball court.  As yet, the grant has not been approved.

            In other matters, council will not permit permanent directional signs for businesses throughout Bally.  Borough Solicitor Tim Curley will research the borough's zoning ordinances concerning the matter. 

North 5th Street was formally vacated by the borough council and the dedication of North 4th Street was adopted.  Adjoining property owners of the two streets were notified of the changes. 

            Just Farm Kids will hold its very popular annual tractor show in Bally at 425 Chestnut St. on May 13 with a rain date of May 14 from 10:30 a.m. until 3 p.m.  There will be a petting zoo, raffles, food, live music, vendors and a thresher machine demonstration. 

            Food will be located at the public works building.  The proceeds from the sale of food will benefit the Bally pool and Bally Area Recreational Development Society (BARDS) volunteers have agreed to assist at the tractor show.  The purpose of the show is to bring young people out and have some fun.  Just Farm Kids will sponsor an Easter Egg Hunt on April 2nd at 1 p.m. at 30 South 7th St., Bally.  Bally Block will sponsor the event.

            BARDS chicken pot pie sale to benefit the borough pool has been extended until Friday, March 10th. Four hundred and fifty of 500 quarts of pot pie have been preordered.  However, BARDS needs to sell another 50 quarts more.  The cost is $10 per quart.

            Another Easter Egg Hunt will be held sponsored by the Lions Club on Saturday, April 8 at 1 p.m. at the Bally Community Park.  This year the Easter Egg Hunt will not be a drive-through event.

            The Scott Moll Scholarship fund is available to high school seniors who live in Washington Township and Bally Borough and plan to attend college.  The scholarship award is $1,000.  The deadline to apply is April 30th.  Interested students should contact the Boyertown Area School District high school counselors for an application.

            George Naylor was appointed to the Bally Borough Planning Commission.  The borough council wished Naylor "good luck" in his new position.

            Due to the lack of public participation, Bally will no longer air its public meetings on Zoom.
