During their work session Monday night, Quakertown council presented the borough's 2023 operating budget with the announcement that it once again comes with no increase in real estate taxes.
Council Vice President James Roberts gave an overview of the budget, which totals $29,565,516 in operating fund expenses, noting that the tax rate will again remain at 1.625 mills.
According to Roberts, that rate has not changed since 1968, when it was decreased.
With revenue projected at $27,980,444, the 2023 budget will use $1,585,072 in carryover funds to continue reducing monthly debt service.
Monday night's presentation included a slideshow highlighting investments for 2023. "We want to tell you that we are doing a good job of keeping jobs here and making more and better housing," Roberts said.
The budget presentation highlighted infrastructure and park improvements as well as public safety and economic development investments. The budget includes the purchase of borough surveillance equipment, a dump truck for public works and a bucket truck for the electric department. For the police department, two police vehicles and body cameras are also included in the budget.
In parks and recreation, the budget includes funds for a splash pad area for the Quakertown Community Pool, upgrades to the borough stadium and improvements to Cedar Grove Park, located on Roan Tree Drive. Portable restrooms will be purchased to replace those that are currently rented by the borough. Borough Manager Scott McElree explained that a return on investment for that purchase will be seen in about three years.
During the presentation, Roberts explained that, although items are included in the budget, the borough will apply for grant funding to augment costs associated with some purchases and improvements. Grant funding is anticipated for the police body cameras and stadium improvements.
While real estate taxes will not increase in 2023, Roberts did note that trash disposal and water fees will increase slightly in 2023, primarily due to increased fuel costs.
Copies of the budget are available at borough hall for public review ahead of adoption next month.
