EG Council Promotes Two Officers, Extends Police Chief's Contract

            East Greenville Council made some personnel adjustments to its police department during Monday's regular meeting. The members voted to promote two officers and extended the contract of Chief Randy Morris.

            The members passed separate action items appointing Matthew Oliver and Noah Mascio as full-time officers. Both currently work as part-time officers.

            Oliver and Mascio will be sworn into their new roles during the first public meeting of 2023, according to Mayor Stephen Wescott. He said during the meeting that the borough did not receive any other applications for the two positions.

            Oliver, who grew up in Harleysville, was hired by the municipality in October 2020. He previously worked as a private security officer.

            Mascio, who graduated from the Montgomery County Community College's Municipal Police Academy in June 2021, joined the municipality two months later.

            Council approved a three-year contract extension for Morris through the end of 2025. His current deal expires at the end of the year.

            Mayor Stephen Wescott said he and Morris made the collective decision for the chief to continue leading the department.  "We've got a very good police chief here," the mayor said after the meeting.

            Solicitor Michael Peters revealed Morris will receive a $5,000 experience bonus during the three years, an annual increase of $1,500, two additional paid vacation days (six to eight) and four additional sick days (four to eight).

            Morris was sworn in as chief of the department in September 2019. He served previously as its officer in charge.

            Morris, who retired as a detective sergeant with the Bristol Borough Police Department after 29 years, joined the department as an officer in July 2017. Thirteen months later, East Greenville council voted to accept his resignation letter. In a letter to council, the officer wrote that "it's time to see what retirement feels like."

            Morris returned to the department in December 2018. He said he wanted to help make sure it survived following the "unfortunate circumstances" involving former Chief Drew Skelton, who was terminated earlier in the year.

            In other news, the members voted unanimously to tentatively approve a bid from a Northampton contractor to complete an interior painting project at the borough's water plant. Council approved a motion to pay Lehigh Valley Remodeling $24,289.10.

Following the vote, Administrative Manager Jim Fry told the members he would direct the borough's engineering consultant, Cowan Associates, to continue checking the contractor's credentials.

            The borough received two bids on the project, according to Member Douglas Criddle, who chairs the borough's Water Committee. He said Hanahoe Painting, a New Jersey company, submitted a bid of $236,080.

            Council met in executive session from 6:30 to 6:50 p.m. prior to the public portion of the meeting to discuss personnel issues, said President Angie Fegely.

            Member Alison Palmer did not attend the meeting. Fegely announced that the next public meeting would occur at 7 p.m. on Nov. 21.

            In September, the Borough of East Greenville Police Department responded to 102 total incidents. They include 31 for traffic, 15 for public services, six each for parking and assists, three each for accidents and fires and one warrant.

            The document includes 37 incidents identified as "other." The total does not include active investigations.
