A Lower Frederick man accused of possessing child pornography and videotaping himself having sex with adult women without their permission waived his right to a preliminary hearing last week. David H. Allshouse III, 28, of Village Drive, appeared before Douglass Township District Judge Maurice Saylor on Sept. 14, according to information posted on a state judicial website.

            Allshouse will face 83 felony counts of illegally possessing child pornography and one count of criminal use of a communication facility as well as five misdemeanor counts of invasion of privacy in the Montgomery County Court of Common Pleas. Montgomery County Detectives filed the charges Aug. 4 in Saylor's court.

            In April, detectives received two cyber tips from the National Center for Missing and Exploited Children regarding the uploading of files that appeared to be child pornography to two Dropbox accounts associated with Allshouse, according to the police criminal complaint filed in the court.

            Detectives confirmed the uploaded video files were child pornography, then traced the Dropbox account information and internet subscriber information for the IP address to the defendant's residence in Lower Frederick, according to a news release issued Aug. 12 from the office of District Attorney Kevin Steele.

            On June 22, a search warrant was served on the residence and numerous electronic devices were seized, including a laptop, an iPhone and a small, concealable camera. A forensic examination of the laptop and iPhone found five videos that appeared to have been produced by the defendant.

            One recording was of an adult woman using the bathroom in the residence and others showed Allshouse engaging in sexual intercourse with adult women, according to the news release.

            The investigation found that the women depicted in the videos taken by the defendant did not know about, or consent to, being videotaped. The forensic examination also found more than 100 videos or still images that depicted child pornography with at least 10 of the photo/video files showing children under the age of 13 being sexually assaulted.

            Allshouse was arraigned Aug. 5 before District Judge Christopher Cerski, who set bail at $75,000 monetary. The judge added conditions including denying contact with the three victims and electronic monitoring of the defendant, who was not allowed to leave his home except to go to work.

            Allshouse – who remains free on $1,000 bail, as ordered by the district court Aug. 17 – is being defended by Thomas C. Egan III, a private attorney based in Norristown. Gabriella Terese Soreth – an assistant district attorney – is listed as the prosecuting attorney, according to the judicial website.
