Shagg Sworn in as Pennsburg Mayor

            Charlie Shagg kicked off his second stint as the mayor of Pennsburg on Tuesday night. Council unanimously approved a motion appointing him to the seat vacated by Vicki Lightcap one day earlier.

            District Judge Maureen Coggins administered the oath of office to Shagg, who was appointed to council last month, during a meeting hosted on Zoom. He produced a bible for the ceremony.

            Member F. Robert Seville nominated Shagg to replace Lightcap, who submitted her resignation Monday after six years as mayor. Lightcap's term would have expired at the end of 2021.  Seville described the office as too important to allow it to remain vacant.

            "Borough residents need a mayor now," he said. "We're in a pandemic. I feel Charlie will serve the borough honorably."

            The nomination passed unanimously.  Shagg will complete Lightcap's term.

            Shagg, a retired history teacher and U.S. Army medic who served in Vietnam. In 2001, he successfully ran for mayor, defeating incumbent William Umbehauer. He was reelected in 2005, then resigned two years later.

            The Washington Street resident last ran for the office in 2013, losing a bid to Lightcap. Shagg ran unsuccessfully for council three years ago.
