Douglass Twp. and Police Reach Agreement
At Monday night's Supervisor meeting, Solicitor Robert Brant announced that the Supervisors held an executive session regarding police department matters. A proposed memorandum of understanding between the Township, Board of Supervisors, and bargaining unit of the officers to negotiate new contracts for Douglass Township Police Department has been in underway.
An agreement was reached that includes a four year contract with a 3 percent increase in pay for 2019 and a 3.5 percent pay increase consecutive years. In addition, officers will contribute a modest portion of pay to benefits and retirement funds.
Solicitor Brant presented the Supervisors with a police officer grievance agreement between Douglass Township and Officer Andrew Mathias. The officer requested longevity payment based on incorrect documentation of pay which began in 1994. Officer Mathias was awarded approximately $4,500 in back pay.
In other news, Chief Barry Templin presented his report to the Supervisors for the month of April. The Douglass Township Police Department received 360 calls of service. There were 14 reportable accidents, 19 non-reportable accidents, 32 traffic citations, and 8 non-traffic citations.
Chief Templin also announced that on May 18, Douglass Police responded to shots fired on Green Hill Road. An officer was injured, but will make a full recovery. The incident is currently under investigation. The Douglass Police Department applied for a grant to purchase bullet proof vests though the Bureau of Justice. Anthony Kuklinski requested a detailed list of officer activities postdated back to January 2019.
Kuklinski said, "I would like to see what our officers are up to. I would like to see a detailed list of which officer responds to a specific call. As a board, we have not seen that information".
Chief Templin replied, "Yes, I will do that. I have a detailed list for April I will give to you tonight. I will get the rest of the documentation to you."
Engineer Josh Hagadorn updated officials on the status of an operation and maintenance agreement concerning 538 Congo Road for an on-site septic system. Hagadorn received the sewage facility planning module for review and changes to the plan have been requested and will be presented at a future BOS meeting.
The Helmer-Owens land development plan regarding Patriot GMC on Philadelphia Avenue is underway. Hagadorn requested a resolution and preliminary finalization of accepted plan to be written by Solicitor Brant. The Supervisors approved the request. The project is upgrading the property significantly. Kuklinski said, "Thank you for what you're doing with the property. It's an improvement".
