A 39-year-old East Greenville man has been arraigned on charges he was selling Oxycodone out of his home.
Upper Perk Police arrested Richard Lybacki, of the 400 block of Blaker Drive, on Friday on three felony counts each of manufacture, delivery or possession with intent to manufacture or deliver, dealing in proceeds of unlawful activity, criminal use of a communication facility and a misdemeanor possession charge.
According to a criminal complaint filed by Cpl. James Lavin, authorities utilized a confidential source and did controlled buys from Lybacki in April and October of this year. During each of the three buys, Lybacki delivered Oxycodone, a prescription drug, in exchange for cash. Each delivery was witnessed by a surveillance officer.
Authorities didn't release the amount of drugs purchased from Lybacki or the amount paid for the drugs. Each transaction was arranged through Lybacki's cell phone, police said.
Lybacki was arraigned by District Judge Catherine Hummel Fried Oct. 16 in Red Hill District Court. Bail was set at $100,000 unsecured and Lybacki was released. He is scheduled to appear in Hummel Fried's courtroom again Oct. 28 at 2:15 p.m. for a preliminary hearing.
