Lower Salford Man Arrested on Felony Drug Charge After Motorcycle Crash

                A 37-year-old Lower Salford man, who crashed his motorcycle with his daughter riding on the back, was arrested by Upper Perk Police this weekend for possession with intent to deliver and related offenses.

                Charles Shaffer, of the 600 block of Camp Wawa Road, remains jailed in Montgomery County Correctional Facility after he was unable to post $100,000 cash bail set by Judge Scott Palladino of Pottstown District Court Saturday.

                According to court papers, police were called to the intersection of 4th Street and Hickory Alley in East Greenville for a crash around 10:18 a.m.  Authorities said they soon determined Shaffer was impaired as he had slurred speech, bloodshot eyes and was breathing extremely heavy.  Police said he couldn't focus on any specific task.

                Police said Shaffer's 17-year-old daughter, who wasn't wearing a helmet, was injured in the crash and sustained a laceration to her head and a hand injury.  She was taken to Lehigh Valley Hospital by ambulance for treatment.

                The criminal complaint in the case states that Shaffer admitted to authorities that he used crystal meth around 3 a.m. that day and that he also smoked marijuana about two hours before the accident.  After being confronted by police, he also reportedly told police he had both types of drugs hidden on his person.

                Police said they found a plastic case with separately packaged bags of crystal meth, a bag of marijuana, a used plastic bag labeled 'gram,' and other small plastic bags.  They also recovered three cell phones and $228 in cash, the complaint states.

                Police determined Shaffer was driving on a suspended license.  The motorcycle he was driving, a black 1999 Honda CBR 900, was unregistered, uninspected and uninsured, court papers stated.  It also had a license plate that wasn't registered to any person or vehicle, authorities said.                     

                Based on the results of field sobriety tests, police then took Shaffer into custody and transported him to St. Luke's Hospital in Quakertown for a blood test.

                In addition to the felony drug offense, Shaffer was charged with recklessly endangering another person, endangering the welfare of a child, two counts of possession of a controlled substance, use or receipt of a controlled substance by an unauthorized person, possession of drug paraphernalia and related offenses, along with two misdemeanor counts of driving under the influence.

                He is scheduled to appear in Red Hill District Court for a preliminary hearing in front of Judge Catherine Hummel Fried Sept. 22 at 10 a.m.
