Convicted Rapist Charged with Sex Crimes in Quakertown

                A Quakertown man is facing more than 80 felony charges after police said he was found in possession of child pornography and failed to register a social media account as a registered sex offender.

                According to court records, Herbert Allen Brown, 55, of the 100 block of Hellertown Ave., was charged with one count of failure to comply with registration requirements, 85 counts of sexual abuse of children and one count of criminal use of a communication device.

                Court documents state that authorities received multiple tips that Brown, who was convicted of raping a child in 2001 in Pennsylvania, was in possession of child pornography and had an unregistered Facebook account.

                Quakertown Police said on July 13 they confiscated Brown's Galaxy S4 cell phone at his home.  Police said the phone had images of nude children and children engaging in sex acts with adults on it.  They also previously confirmed he had a Facebook page using his middle and last name. 

                Brown was arraigned Aug. 27 by Judge C. Robert Roth of Quakertown District Court, who set bail at $500,000, 10 percent.  Brown was remanded to Bucks County Correctional Facility.

                He is scheduled to appear in Quakertown District Court Sept. 24 at 1 p.m. for a preliminary hearing.  Court documents show he is being represented by attorney James M. Schildt of Quakertown.  Mary Kate Kohler of the Bucks County District Attorney's Office is prosecuting the crime.
