Penn Street, Pennsburg Troubles Continue, Resident Says

        A resident of Penn Street told Pennsburg borough officials Tuesday night tractor-trailer traffic is still a problem on the rural road.

        According to Jeff Ashman, trucks can be heard rumbling past his home as early as 5:30 a.m. and as late as 11 p.m.  Most of that traffic is generated from Home City Ice, on neighboring Washington Street in East Greenville, he said.

        "I don't think tractor-trailers have a place in a rural community," he said, noting he and his wife bought their home there in 1992 knowing about the adjacent baseball fields, but never anticipating the noisy traffic from the former Nolt Ice, a 'mom-and-pop business.'

        "The roadway is suffering significantly," he said.  "With how heavyweight the truck traffic is, it's not going to sustain much more."

        Mayor Vicki Lightcap said the borough would pursue doing a traffic study at the location, which was discussed over the last year.  She said recent talks with Home City Ice would have to resume as the business said they would be strictly operating during normal business hours, not early in the morning and late at night.

        "I know they're doing more business than they ever anticipated there," said Council President Kris Kirkwood.

        In other news, council voted to move forward with a total reconstruction of 2nd Street.  Using Community Development Block Grant (CDBG) monies from the state, they awarded a bid to Spear Excavating for $355,145.55 to begin phase one of the work.  That work, which will begin after solicitor and engineer approval, will improve the street from Main to Cherry streets, officials said.  It will also include new sidewalks at the site.

        The Upper Perk Police District headquarters, located on the lower level of the borough building on 6th Street, will soon be more secure thanks to a vote by council to purchase an access control device and intercom system for the facility.  Council approved a basic system from Kriebel Security of Palm not to exceed $2,500.  Officials said the measures will include a new swipe card entry system and key fobs for police to restrict the public walking in and around the building at will.

        Council also conceded to establishing a junior councilperson position(s) on borough council.  Lightcap, who spearheaded the program, said she would like to see a junior or senior from both Upper Perkiomen High School as well as the Perkiomen School serve.  The individuals would sit on council from September through May but would not have voting privileges. 

        "I think this will open the door with the younger generation and let them know what government does," Lightcap said.  "It will start to build that relationship."

        In other business council voted to adopt a law limiting the amount of time residents can have their borough trash out at the curb before pickup.  That ordinance, now in effect, says trash can be placed outside after 12 noon the day before.
