Sealed bids for the 2026-2029 TREE MAINTENANCE CONTRACT will be received by the Borough of Quakertown electronically via PennBid until 11:00 a.m., prevailing time, on Wednesday, October 22, 2025, at which time they will be opened with results displayed publicly via PennBid, for the Tree Maintenance Contract for the years 2026-2029. This Contract includes the maintaining, trimming, and/or removal of trees throughout the Borough to create clear access for the Borough's electric utility grid and also includes general tree maintenance on other lands owned or controlled by the Borough.
Starting Monday, October 6, 2025, all Bidding Documents and solicitation details will be available at no cost through PennBid (https://pennbid.bonfirehub.com). Bids must be submitted unconditionally.
A mandatory pre-bid meeting is scheduled for Wednesday, October 15, 2025 at 10:00 a.m. on the second floor of Borough Hall (35 North Third Street, Quakertown PA). All information given at this meeting will be considered part of the Bidding Packet, via addendum(s), and is to be included in the bids. All Bidders must be present at this meeting to submit a bid.
Each bid shall be submitted in accordance with the Instructions to Bidders and shall include a bid bond, bank money order, or certified check for not less than ten percent (10%) of the Contract Price amount, payable to Quakertown Borough; an Agreement of Surety certifying that the required bonds will be provided by the Bidder to the Borough upon the awarding of the bid; and a Statement of Qualifications and Responsibility. The Successful Bidder will be required to furnish and pay for a Performance Bond in the amount of 100% of the Contract Price from a surety approved by the Borough. In addition, proof of previous experience with this type of work will be required.
The accepted bid will be awarded by Borough Council at a subsequent public meeting. The Borough of Quakertown reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, to waive any informality or irregularity in the bids, and exercise its judgment as to the comparative merit of the products and services offered. Award of the contract, if awarded, will be to the lowest responsible and responsive bidder. Bids may be held by the Borough for a period not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding the Contract.
